Annual Work Report of AICMEU

(For the year 2008 – 09)

I am delighted and privileged to present 25th annual work report of AICMEU. Beside time for celebrating Silver Jubilee it is an occasion for introspection - an occasion to reflect on the evolution of AICMEU, to look back on the road we traversed, and look ahead to how we can help all Indian poor Muslims in their economic development. Twenty five years is a long time from an individual; but relatively a shorter period in the life span of an organization. AICMEU evolved from a modest attempt by forming a board in 1982 to become most promising organization for economic development of Indian Muslims. This is an enviable reputation, and for this we are in debt to our founders, past and present members, sympathizers, financial contributors and all staff of AICMEU. It is both our challenge and obligation to build on this reputation, and rededicate ourselves to the task of furthering the objectives of AICEMU. Since the twenty five years work report will be publish separately, here I would like to focus on presenting annual work report of AICMEU as per annual plan.

 

A. Organizational Development

The Governing Board in its meeting held on 22.11.2008 formed a committee (comprising of following members) to review the aims, objectives and performance of AICMEU over the years with a view to strengthen its functioning and effectiveness in a scheduled meeting at Lonawala on 7th February 2008, which was postponed till further notice.

Under the objective to work for interest free banking and finance, AICMEU has made efforts to get regulatory provisions for interest free banking and finance in India. In this regard two members of the organization namely Dr. Rahmatullah and Syed Zahid Ahmad attended a seminar held in Mumbai on 12th June 2008 (as called by a committee constituted by the Planning Commission of India for financial sector reforms) and pleaded for regulatory permission for interest free banking and finance in India. This plea made vital impact and the Raghuram Rajan Committee in its final report on financial sector reforms added the following paragraphs of recommendations for interest free banking and finance in India.

 

“Another area that falls broadly in the ambit of financial infrastructure for inclusion is the provision of interest-free banking. Certain faiths prohibit the use of financial instruments that pay interest. The non-availability of interest-free banking products (where the return to the investor is tied to the bearing of risk, in accordance with the principles of that faith) results in some Indians, including those in the economically disadvantaged strata of society, not being able to access banking products and services due to reasons of faith. This non-availability also denies India access to substantial sources of savings from other countries in the region.

 

While interest-free banking is provided in a limited manner through NBFCs and cooperatives, the Committee recommends that measures be taken to permit the delivery of interest-free finance on a larger scale, including through the banking system. This is in consonance with the objectives of inclusion and growth through innovation. The Committee believes that it would be possible, through appropriate measures, to create a framework for such products without any adverse systemic risk impact. ”

 

For official record, AICMEU has received a copy of the same final report in a CD. Moreover the Planning Commission has also acknowledged the comments by Syed Zahid Ahmad (AICMEU) at its website on the draft report of financial sector reforms. AICMEU had also contacted all concerned professionals in this regard who could have submitted their comments and pleaded for Islamic Banking, which has been duly recognized and appreciated by other stakeholders.

 

B. Employment Information and Vocational Guidance

A Proposal to develop www.login4job.com on outsourcing basis form Hindustan Academy was received and discussed, but not finalized for limited budgetary provisions. A Similar proposal was also discussed with a freelancer called Mr. Gufran Ahmad, but failed because his cost estimates were around ten times to our budgetary provision. At last the work was discussed with and handed to Mr. Nisar Khatib, who is presently doing the required modifications to advance the service features and module of the website. Hopefully the work will be done by July 2009.

 

During 2008-2009 at www.login4job.com we registered seven new Job Info Centres tallying total Info-centres to 209. 79 new jobseeker’s registration accumulated total number of registered Jobseekers to 9,272. Last year 32 new employers have registered online, increasing the total number of employers to 133. These employers have in total posted 228 requirements with 1766 opportunities. C. Educational Development:

Under the plan to continue the Support and assistance to Indian Literary Mission for development of Sadia Public School, at Mumbra, Thane, AICMEU is providing monthly monetary aid worth Rs. 15,000 for rent of School Building The search is on for land to develop school premise for Sadia Public School, Mumbra. Presently the school is run at rented premise. With the objective to improve the teaching and learning environment of educational institutions under the care of AICMEU, following steps were taken.

 

Management of AICMEU’s Industrial Training Institute been handed over to Ideal Academy Trust (who had provided the land for the institute) for a period of three years with a condition that after observing satisfactory Management during three years, the Institute would be handed over to Ideal Academy Trust on ownership basis.

 

D. Scholarships

Under the proposed plan to continue the coordination and cooperation with organizations like SIT, MET, IMRC, Sahayta Trust, and FSC who are having similar objects we have continued to extend following services.

 

1.      Helped MET to distribute application forms for IDB loan Scholarship Programme.

2.      Distributed application forms and conducted test for FSC Scholarship Programme

3.      Helped Sahayta Trust Hyderabad in distributing Fitra and Adahi Meats among poor living in slums of Greater Mumbai.

 

After announcement of Government Scholarship schemes for minorities, proposed plan to arrange Scholarship adoption for at least 25 new students has become less significant. Lack of human resources is also coming in the way of progress of the scholarship dept. Nevertheless the division continues to mobilize adoption amount and granting scholarships to 24 old students. During this period, following four students have completed their graduation. After that only 20 active beneficiaries have remained under AICMEU’s Adoption Scheme.

To strengthen the drive for mobilizing refunds from ASD Graduates; during April to September 2008, we have managed to get refunds of Rs. 39,620 from 7 Graduates.

 

E. Technical Education and Training

AICMEU’s J. R. Career Centre has so far helped over 1,000 students procure computer education during last 8 years. The year wise performance of the centre with regard to admission and pass outs is mentioned in flowing table.

So far the centre has helped 348 students pass one year diploma in computer Application and Multilingual DTP through NCPUL, Ministry of HRD, Government of India. Similarly 54 students have qualified six monthly courses in Computer Accountancy and Office Automation Course run by Maharashtra state Government. Beside these diploma courses, 664 students have completed short term certificate courses from our centre. Last year we have also started MS CIT courses with first batch of 27 students.

 

Last year we admitted 74, 19, 27 and 51 students respectively for one Year Diploma course managed through NCPUL, Six months course of DOA, three months certificate course in MS CIT and other certificate courses by us. In total the centre has admitted 159 new students during 08-09.

 

F. Zakah Movement

As par proposed plan to develop network of 1000 members for Tehrik E Zakah India to promote the cause of revival of Zakah institution and promotion of organized and effective use of Zakah funds through out the country, 1000 copies of booklet under the title ‘Baitulmal and Muslim Economy’ were published and circulated. The response was not as par expectation and now it is required to launch specific campaign to register 1000 volunteers for Tehrik E Zakat. 

 

Besides promoting the concept of Centralized Zakat System, AICMEU through Bait Al Zakat helps the poor and vulnerable members of the community through limited Zakat amounts collected from the members and subscribers of AICMEU. Last year’s AICMEU’s Bait Al Zakat helped 654 individuals through Zakat funds and 1829 families by distribution of Adahi meat and Fitra. The income expenditure details are as following –

G. Disabled Rehabilitation Scheme

AICMEU’s HHF department is functioning well under the plan to economically rehabilitate at least 100 physically challenged persons with financial assistance from HHF, USA and other philanthropic groups and profit and non-profit organizations of India and abroad. Last year besides 4 applicants of 2007-08, 17 more applications with aid worth Rs. 5,82,000/- have been approved for 2008-09; whereas amount actually disbursed was Rs. 2,50,690/- benefiting 13 applicants with following details.

H. Co-operation and Assistance

As par set plan we have continued to provide coordination, cooperation and finance to organizations and their activities promoted by AICMEU’s initiative like –

1.      AICMEU’s Baitulmal Cooperative Credit Society Ltd.

2.      Islamic Chamber of Commerce & Industry, India.

3.      Community Coordination Initiative etc.

4.      Other NGO’s / Associations of persons active for socio – economic and general welfare of the people.

5.      Propose to extend all possible cooperation to government recognized committees and institutions working for betterment of minorities, especially Muslims. 

 

As part of cooperation to CCI, AICMEU helped arranging a three days NGO Capacity Building workshop at Hajj House Mumbai – 400001 during 11th to 13th April 2008.

 

I. New Projects in the Pipe Line

Under the plan to develop and allot residence to poor persons, Dr. Rahmatullah has approached donors and managed to get funds worth Rs. 25,00,000 through Foreign contribution, and after discussion with the donor, the amount has been paid to developer for development of residential premise. However the following three plans in the pipe line have not been taken up.

 

  1. Develop an Institute for Physically Challenged persons

  2. Master Trainer’s Training Programme submitted to CCI.

  3. Entrepreneurship Development Programme.
