Annual Work Report of AICMEU
For the year 2000 - 01
After
1950’s the economics of development and planning brought revolution in
almost all developing countries of the world. However after partition the
Muslims of India passed through a very traumatic phase due to the legacy of
communal hatred and economic deprivation left behind by the British. By late
70’s we observed the emergence of different Muslim Social welfare
organisations. However it was still to see a national level organisation for
Muslim’s Economic Upliftment. Thus it was the year 1982 when some Islamic
activists formed a national level board in the name of All India Council
of Muslim Economic Upliftment Ltd. at Mumbai, to frame plans for
economic development of the downtrodden section of the society in general
and Muslims of India in particular. Under the Chairmanship of late Baba e
Qaum Yusuf Patel this board begun it’s activities. Today Alhamdolillah
AICMEU is benefiting over 12,000 poor and needy by every year.
The object being to educate the people about Islamic economic doctrine on the one hand and to uplift the weaker section on the other, the board begun it’s activities by registering a Coop. Credit Society in 1984 and Alhamdolillah by now AICMEU manages to control two public Trusts, one Coop. Credit Society, five educational Institutes, four Career and Vocational Guidance Centres, one Charitable Dispensary and one Ambulance Service.
Being a public trust, we owe the responsibility to put our account of work before the Public. It is your right to know how we performed in the year ended on 31.03.2001 and we expect your kind attention towards our activities, performances, problems and plans. Before proceeding further we want to put on record and appreciate the services rendered by late Abdul Aziz Alvi who left for his heavenly abode on 9th September 2000. He was a founder trustee and Hon. Treasurer of AICMEU and has actively supported in the implementation of programmes in pursuance of the objectives of the organisation. May Allah bless him for his gentle deeds (Aameen).
The following is the report being submitted for your perusal. You are requested to kindly inform the organisation about shortcomings in our approach to uplift the downtrodden section of the society.

Realizing the consequences of interest in economic backwardness and the life hereafter, it was necessary to make effort for establishment of an interest free economy. Viewing the banking law of the land, it was in the year 1984 when the board first registered AICMEU’S Baitulmal Cooperative Credit Society Ltd. for the believers to provide opportunities to make deposits and withdrawals without involvement of interest. The society started working with a meager amount of Rs. 25,000/- but Alhamdolillah by now the society has a total share capital of Rs. 1.67 millions with 6921 members.
The synopsis of the work done by the Baitulmal during last five years is presented in the following table.

The total deposit with the society as on 31st March 2001 is Rs. 88,82,525/- and in the fiscal 2000-2001 the society has granted total interest free loans worth Rs. 71,61,300 to it’s 301 members. However the total outstanding loans as on 31st March 2001 is Rs. 89,96,123 only.
EMPLOYMENT INFORMATION
AND VOCATIONAL GUIDANCE
Information gap, absence of planned education, lack of experience and training put many youth as unemployed for a long time. To assist the youth in search of a job, AICMEU’S Employment Information and Vocational Guidance Centre is working for last 15 years and helped over 12,000 job hunters by informing them about job opportunities. This Centre is Alhamdolillah helping over 800 enterprises to get manpower with comfort and confidence.
The Centre help the job seekers by provide them job information on the one hand and register the companies with vacancies to provide manpower on the other. This Centre has helped 821 job seekers by providing them job information on the one hand and registered 821 Vacancies from private sector on the other. Last year the Centre arranged 1735 interviews where 363 jobseekers successfully gained employment opportunity. The month wise performance of the Centre is given in the following table.

The ratio of successful candidates to the number of interviews reflects the inadequacy of the job requirements. The Centre arranged Training programmes for the Job Seekers but despite of advertisement in newspapers the response of the jobseekers was disappointing. While it is a fact that the Job seekers need immediate employment, it is also necessary in their part to gain adequate knowledge, training and skill to successfully face the interviews.
Arrangement of interviews for enterprises and candidates belonging to outside Greater Mumbai is difficult for the Centre. Thanks to Mr. Shaikh Salim (an ASD Engineering Graduate); who has Alhamdolillah developed a Computerized programme for the benefit of Job seekers as well as employers. Insha Allah soon they can avail the benefit of this programme by logging in our interactive website www.aicmeu.org and host their requirement on the prescribed format at net. The database search engine will automatically help them by providing the needed information. May Allah accept this service and help as many as possible through this technology and keep us safe from the demerits of the technology and programme. (Aameen)

GENERAL EDUCATION
AICMEU’s Iqra Model School at Gaura Chowki, in Gonda district of U.P. is a model for educational development in rural areas. This school is run to accommodate the poor students of seven villages surrounding the school campus. There are 207 students studying in standard K.G. to 5th . There is provision for general, Islamic and technical education.
The students hardly afford to pay the fees. We need to mobilize general donations to meet the deficits in administrative cost. Definitely it is contribution of our teachers to live in adversity and teach the poor students. This school still need kind attention of some philanthropists for infra structural development.
We have also adopted J. R. Municipal Secondary School No. 2 in the year 1997 to save the school from closure due to poor results and students strength. Efforts been made to increase the number of students from 312 in 1997 to 436 in the year 2000. Further After 1997 this School has been in top position among Municipal Schools in the SSC results. Last year the result has again fallen down. Again We are trying to improve the result by providing the due needed remedial coaching to the students.
TECHNICAL EDUCATION
Viewing the highest drop out rates among the Muslim Community, AICMEU runs four technical Institutes and Career Centre to provide technical hand to the youths and enables them to get employment opportunities.
AICMEU’S Technical Institute at Trombay is govt. approved and provides opportunity for two years certificate courses in the trade of Air Conditioning and Refrigeration as well as in the trade of Electrician. The intake capacity of this institute is 72 students. Being situated in Slum of Mumbai it is not in the lime light of Mumbai otherwise it need due consideration of Mumbai Muslim Philanthropists.
AICMEU’S Women Polytechnic at Makanpur is an institute with dignity for that particular area. You would be surprised to know that at Makanpur there is no other educational institute for primary or secondary or Islamic education. Makanpur is a rural hut, 58 K.M. away from Kanpur City. It is a place with 100% Muslim population living below poverty line. No organisation had ever taken the initiative to resolve their problems.
Brother Mohammad Suleman felt the need to have an educational Institute for the children of this area and with no money he took the initiative to establish a Women Polytechnic at Makanpur. Alhamdolillah We got a piece of land and developed two classrooms to start the educational activities in the area. Last year 85 girl students have got Islamic education as well as technical education in the trade of tailoring and embroidery. There is chances of improving the intake capacity of students as well as syllabi condition to extended cooperation from the philanthropists with respect to development of infra structure and meeting the deficits in administrative cost.
AICMEU’S J. R. Career Centre is set to provide technical education and vocational Guidance and Training to our youths. At this Centre last year we have started a new Computer Centre with special one year Diploma course in Computer Application and Multilingual D.T.P. under N.C.P.U.L. Ministry of H.R.D., Govt. of India. In this Course 69 students have been admitted after entrance test. This Centre is active since 1st October 2000. Beside this one year diploma Course we have provided short term free computer education to 20 poor students of surrounding areas. All 436 students of J. R. Municipal Secondary School No.2 are also getting free computer education in this Centre. A special course for products and students of Islamic Educational Institutions has also been designed and hopefully will be started shortly. One year free Remedial Coaching for students of 9th and 10th standard has also been planned for implementation.
AICMEU’S Technical Institute of Mumbra could not started due to lack of premise. Still we are looking for suitable premise to run the institute and Insha Allah in coming year we would be able to start the Institute again.
AICMEU’S Tailoring Institute, Gaura Chowki, Gonda has also trained 95 girls students in the trade of tailoring. This Institute again need separate rooms for this course. There is need of more machines to accommodate increasing demands of more students.
EDUCATIONAL SCHOLARSHIP
To produce more Competent Muslim Professionals, AICMEU’s Scholarship Division adopt poor but meritorious Muslim Students from medicine and engineering streams. This Division started the process of adoption in way back 1995. By the year 2001 Alhamdolillah this Division has helped 55 students to complete their graduation in the field of medicine and engineering. Last year itself 12 students have completed their graduation while 43 students are still proceeding towards their graduation. Alhamdolillah one student Brother Parvez Alam Mazhar Kahn has ranked first in his B.E. Mechanical 1st Year at S.S.G.M. College of Engineering, Shehgaon. ASD also assist IDB Jeddah to select the genuine candidates for their scholarship scheme set for students of medicine and engineering. In this regard we organize a three days pre selection Interview camp for almost 100 applicants turning up from all over Maharashtra, Gujarat, Goa, Madhya Pradesh and Chattisgarh.
Besides Medicine and engineering we also help students of primary level. Last year with the help of Sahayta Trust we provided 170 primary level scholarship to poor / Misqeen students of Maharashtra and Gonda.
Besides providing scholarship we also set to provide information regarding scholarship agencies. Last year we have published a folder to make the adoption scheme more popular and we have also complied a directory/ guidebook on agencies giving scholarship. This book is all set for it’s publication.
CENTRALIZED ZAKAT SYSTEM
The concept of Centralized Zakat System is not new for aware activists. The question of it’s propagation and implementation has been main agenda of AICMEU’S Baitul Zakat in the year 2000 – 2001. To educate and motivate the Zakat payers with regard to Centralized Zakat System, AICMEU’S Baitul Zakat has organized special camps, meeting, seminars and published booklets and displayed posters and banners in selected cities of Maharashtra. In October 2000 at Hajj House, Mumbai –01 one day Seminar was called for Centralized Zakat System where about 300 participants from almost 100 organisation of Maharashtra participated and laid the emphasis on propagation and implementation of Centralized Zakat System.
During the year 2000 –2001 AICMEU’S Baitul Zakat collected total Zakat of Rs. 3,86,477 from over 300 Zakat payers, while we helped308 poor and needy brothers worth amounting Rs. 4,07,165 off course added with the surplus of last year.
MEDICAL SERVICES
AICMEU’S Baba E Qaum Medical Services Trust has organized a free medical check up camp during the visit of a group representative of IMRC, U.S.A. We helped this group to thoroughly visit and observe the living condition of Muslims in slums. Besides at AICMEU’s Charitable Dispensary, Govandi 7,189 patients were treated at charitable rates. We have also compiled a guidebook ‘ Hifzan E Sehat ‘on health prevention and hygiene. This book is due for publication and free distribution among the Muslims living in slums.
Since February 2001 AICMEU’S Hilala E Ahmer Ambulance Service has been rendering services to the victims of Gujarat earthquake.
MISCELLANEOUS SERVICES
AICMEU under it’s object to educate the social activists organized a two days orientation camp on 22nd and 23rd October 2000 at Hajj House, Mumbai – 01, where around three hundred belonging to over 100 organisations of Maharashtra participated. The main theme of the camp was ‘ Challenges and Priorities of Social Service Sector in the 21st Century. Noted intellectual Mr. Syed Hamid ( Retd. I.A.S. ) presided this camp and the participants of different organisations enriched the experiences of each other with group discussion. The detail report of the camp was published in AICMEU’S Souvenir 2000.
With a view to resolve the economic backwardness of Muslim masses, we have published three successive issues of AICMEU’S Newsletter “ Maeeshat ” with objects to develop cooperative movement among Muslims and to arrange corporate fund for entrepreneur development project. This is only a preparatory job for a special conference (on Socio Economic Problems of Indian Muslims in the 21st Century) to be held in October 2001 at Hajj House, Mumbai.
To bridge the information gap and acknowledge the educationalists about the condition of Urdu Medium High Schools of Maharashtra we are conducting the survey. Half task is done and Insha Allah in next year this work will be published.
This all has not been a fraction of the work the community need for economic Upliftment. This is in fact a sample of work and people should follow the same pattern at their areas to uplift the community. It is the responsibility of every member of the community to contribute at his scale because Allah does not change the status of the people until they tend to change themselves.
